Support for the Consortium for the Advancement of the Rights of Key Affected Populations CARKAP (SR) restructuring in Sierra Leone

Context:

The Sierra Leone Global Fund (GF) programme NFM3 is implemented through 10 Sub-Recipients, including the Consortium for the Advancement of the Rights of Key Affected Populations (CARKAP). The latter was established under the GF mandate from 2016-2022 to promote and protect the human rights and gender equality of key affected populations. As a coordinating body, it comprised initially 15 organisations and oversees community activities. To address the increasing needs of the community response and successfully fulfil its mandate as a SR representing all Community Civil Society organisations, CARKAP expressed the need for significant restructuring to enhance its institutional, technical, and managerial systems, processes, and structures. An institutional capacity assessment provided recommendations and a roadmap for restructuring CARKAP. This technical assistance is therefore requested to support CARKAP in implementing its roadmap. The identified needs of CARKAP include a human resources manual, a child protection & safeguarding manual, a finance and procurement manual, a documentation policy, a constitution, a governance manual, a restructuring process, animation materials for CARPAK annual general meeting and an induction training for CARPAK board of directors.

General objective:

Support overall restructuring of CARKAP to fulfil its mandate as a coordinating body for civil society.

Expected results:

  • CARKAP Policy Manuals are reviewed
  • CARKAP Governance Manual is reviewed
  • Organisation and co-animation of the CARKAP Annual General Meeting by the team of experts for the endorsement of the reviewed CARKAP governance documents and policies
  • lnduction Training for Board of Directors
  • CARKAP programmatic management & M&E (CARKAP M&E Manual) are improved
  • Support to the Human Resource Recruitment process

  • Step 1: Briefing and Mission preparation
  • Step 2: Revision of CARKAP Policy Manuals
  • Step 3: Revision of CARKAP Governance Manual
  • Step 4: Support to animation of Annual General Meeting (AGM) for the endorsement of the reviewed CARKAP governance documents and policies
  • Step 5: Realization of Induction Training for Board of Directors
  • Step 6: Support to programmatic management and to M&E (CARKAP M&E Manual)
  • Step 7: Support to Human Resource Recruitment
  • Step 8: Debriefing of the mission
