Quality assessement o HIV treatment and patient follow-up data in Marocco

MOROCCOSTRENGTHENING SYSTEMS AND HEALTH SERVICESFighting HIV / AIDS

Background:

Morocco has reached the 2nd and 3rd 90 since 2019, and antiretroviral treatment (ARV) coverage was 74% by the end of 2020. HIV care has currently been expanded to 31 referral centers (RC) including 13 pediatric. Some RCs such as Agadir, Casablanca and Marrakech remain overloaded, posing enormous challenges for the follow-up of people living with HIV (PLHIV) and their retention.

The differentiated approach to HIV care developed in 2021 has the potential to expand HIV care to other sectors and would significantly reduce the workload of key RCs.

Taking into account all these advances and challenges, and as part of the National Strategic Plan for the Fight against AIDS 2023, an evaluation of the quality of ECP data is planned with the support of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and UNAIDS. This assessment will be implemented according to the protocol on “Quality assessment of national and partner HIV treatment and patient monitoring data and systems” developed by WHO.

Overall Objective:

To assess the accuracy of PLHIV care data by focusing on two priority indicators:

  • Number of PLHIV currently receiving ARV treatment (by age and sex);
  • Number of PLHIV newly started on ARV treatment (by age and sex).
  • Number of PLHIV who have negated their viral load

Specific Objectives:

  • To determine the percentage of over-reporting and under-reporting of the number of PLHIV currently receiving treatment for HIV infection and the number of PLHIV newly started on ARV treatment;
  • To assess the concordance between individual information recorded in the patient record and that recorded in the registers in order to identify the sources and reasons for discrepancies;
  • Assess the health information systems in place in health facilities to collect PLHIV care data to identify and describe challenges in data management and reporting
  • Make recommendations to improve the quality of HIV care data generated in health facilities

  • Elaboration of the protocol and development of tools
  • Training of interviewers and support for data collection
  • Analysis and rectification of data
  • Drafting of the report
  • Restitution workshop
