HIV GC7 FINANCING

The Global Fund has invited Chad to submit, as part of the next NFM 2020-2022 funding cycle, a joint funding application for HIV/AIDS and tuberculosis components, as well as resilient and sustainable health systems (SRPS). Considering the very short submission deadline and the certain impact of the measures taken in the fight against COVID-19 on the process of drafting the application, the HCNC (High National Coordinating Council) proposes to call on national and international consultants, in accordance with the recommendations of the Global Fund Country Team, to support it in the process of developing this concept note. The timely mobilization of this technical assistance will ensure a high-quality funding application. Particular attention must also be paid to “promoting and protecting human rights and gender equality,” the third objective of the GF’s 2017-2022 strategy.

Main objective

Support the process of drafting the joint TB/HIV funding application, incorporating health system strengthening interventions, within the framework of the new Global Fund allocation.

Specific objectives

• Contribute to the drafting of funding applications to be submitted to the Global Fund on monitoring and evaluation aspects (analysis of programmatic gaps and identification of interventions to be included in the funding application based on the diagnosis of the consultation of reviews, strategic plans (HIV NSP and TB NSP), and the results of each country dialogue, including community dialogue).
• Propose the “joint funding application” document for amendment by the drafting team, then submit it to a national consensus workshop and finally to the General Assembly of the National Coordinating Body for approval
• Support the Tuberculosis-HIV and SRPS Technical Subcommittees in responding to requests for clarification (questions/comments) from the Global Fund Secretariat and the Proposal Review Panel (TRP).
