FINANCING

With a view to strengthening the capacities of all actors involved in the supply and inventory management cycle, and in light of certain persistent difficulties in Round 4, particularly with regard to information reporting (patient follow-up, available stocks, etc.), the Global Fund suggested for Round 8 that capacities be strengthened through technical assistance on all issues related to supplies.

Thus, as part of the implementation of the first phase of Round 8 of the Global Fund’s HIV request, the SE/HCNLS, the main beneficiary, called on Solthis to provide technical assistance to the national system for the supply and management of medicines and pharmaceutical products.

This technical assistance covered all HIV/AIDS treatment products (adult, pediatric, PMTCT) for the country’s eight regions.

 

Objectives

Contribute to high-quality, sustainable HIV/AIDS care by promoting the continuous availability of pharmaceutical products.

  • Strengthen the capacities of those involved in stock management and supply (GAS).
  • Enable people living with HIV/AIDS to have continuous access to health products.
  • Contribute to the optimal storage and dispensing of HIV/AIDS products.

 

Activities

Supply

  • Conducting an assessment of the supply system in the regions of Koulikoro, Sikasso, Mopti, and the district of Bamako to identify weaknesses in the supply and distribution system for ARV drugs and health products for the fight against HIV/AIDS.
  • Supporting the development of an action plan for supply and stock management
  • Installation of a tool to monitor national coverage for all comprehensive care and PMTCT products.

 

Coordination

  • Establishment and support of a technical group to coordinate supply-related activities

 

Quality assurance

  • Support for the establishment of a procedure to monitor and evaluate supplier performance
  • Support for the establishment of a cold chain product management procedure

 

Decentralization of stocks at different levels

At the central level

  • Adaptation of ARV and AIO (anti-opportunistic infections) stock management tools
  • Support for stock managers in updating data
  • Support for the implementation of the DG/PPM (Pharmacie populaire du Mali) distribution plan to regional community pharmacies and treatment sites
  • Support for the organization of the information circuit

 

At the regional level

  • Installation and training of the Regional Health Directorate on a tool for quantifying and monitoring regional needs coverage
  • Installation of ARV stock management software in each of the regional popular pharmacies
  • Training of pharmacists in the use of this software
  • Creation and installation of tools for estimating regional needs

At the care sites (laboratories and pharmacies)

  • Support for the harmonization of laboratory tools
  • Provision of laboratory tools to the Regional Health Directorate and support for DRS pharmacists in using these tools
  • Support for laboratory technicians at treatment sites in inventory management
  • Provision of office and IT equipment to the regions

Results

  • The capacities of those involved in supply and inventory management have been strengthened.

  • Overall coordination of the supply cycle is effective at both the central and peripheral levels.

  • Key stages in the supply and inventory management cycle are consolidated

  • Improved receiving and storage: it is now possible to quickly check stock levels

  • Implementation of a quality control procedure for pharmaceutical products

  • The pharmaceutical management information system is efficient: accurate, high-quality data is quickly available.

  • Data mining enables accurate quantification and corresponding supply planning.
