Chad
Chad faces numerous health challenges, with a prevalence of infectious diseases (malaria, tuberculosis, HIV/AIDS), limited and often inaccessible health services for the most remote populations, and an insufficient number of health personnel, with only 3.8 doctors per 100,000 inhabitants (WHO).
The Chadian government has put in place several initiatives to improve the health of the population, such as the development of a national health strategy, the training of additional medical staff and the creation of programs to combat these various health threats. Strengthening civil society organizations (CSOs) is also essential to improving health indicators in Chad and reinforcing various components of the health system. Several Chadian CSOs have emerged from this context.
A case in point is the Centre Djenandoum Naasson (CDN), set up in 2005 under the impetus of Poitiers-based Initiative Développement (ID), whose management was transferred in 2008 to a Chadian association: the Association Djenandoum Naasson (ADN). The aim of this association is to provide comprehensive care for people living with HIV/AIDS (PLWHA) in and around the town of Moundou.
Its activities include prevention, screening, medical and psychosocial care for people living with HIV; sexual and reproductive health (SRH), including PMTCT and family planning (FP).
This technical support mission is part of a capacity-building program for the Chadian NGO Association Djenandoum Naasson (ADN). It focuses on an overall strengthening of the NGO’s accounting system and its financial and budgetary management capacity, with a view to resolving the shortcomings identified during the diagnostic phase carried out by Solthis as part of the SOFIA program between December 2023 and March 2024.
General objective
Establish an efficient accounting, financial and budgetary management system that is mastered by the entire NGO team.
Expected deliverables
- Result 1: The NGO has accounting software
- Result 2: A single accounting system meeting OHADA standards has been set up
- Result 3: The ED, RAF, treasurer and accounting secretary have mastered the software and the new rules
- Result 4: The extended team (RAF, accounting secretary, executive director, program manager and prevention coordinator, president or vice-president and treasurer) has been trained and made aware of the accounting system and budgetary and financial management rules
- Result 5: The procedure manual is updated and adapted to the new accounting system and budgetary and financial rules
- Result 6: The structure’s overall budget is drawn up
- Result 7: ADN has the models of the tools required for budgetary management
- Result 8: A follow-up mission will be carried out to evaluate the implementation of procedures and the use of software and procedures at + 6 months after the initial mission
- Result 9: An evaluation questionnaire is effectively produced.
