Context :
The mission is part of a broader reform of Guinea’s healthcare system, with a strategic focus on Universal Health Coverage (UHC). The current system is based on a three-tiered healthcare pyramid: central, regional and operational. However, the effectiveness and relevance of essential healthcare service packages remain limited. In terms of norms and standards, growing requirements for quality and safety standards in healthcare, both nationally and internationally, make it essential to harmonise the package of activities (a person-centred, life-cycle-based package of essential health services) with current best practices.
The overall objective of the mission is to ensure the provision of quality care, focused on the real needs of the Guinean population, in a spirit of continuity of care, respect for gender, equity, and in accordance with the recommendations of the Astana Declaration. It is part of the Health Sector Support Programme (PASSGUI) funded by the European Union (EU) through the Ministry of Health and Public Hygiene (MSHP). The terms of reference provide for analysis in two complementary components: on the one hand, basic healthcare provided by health centres and district hospitals and, on the other hand, referral care provided at regional and central hospitals.
General objective: Update essential health activity packages (minimum and complementary) for each level of care (primary, secondary, tertiary) to ensure their relevance, availability and effectiveness.
Specific objectives:
- Assess currently available services and unmet needs;
- Identify gaps between existing practices and national and international standards;
- Incorporate feedback from healthcare providers and users to improve the content of packages;
- Propose a functional healthcare organisation consistent with the realities on the ground and the resources of healthcare facilities;
- Review the elements of the Minimum Package of Activities (MPA), Complementary Package of Activities (CPA) and second-level reference package.
