FINANCING

As part of the Global Fund’s new financing model, Tunisia has submitted an HIV concept note that will take effect on January 1, 2016, for a period of three years. As part of the finalization of the contract with the Global Fund, the National Office for Family and Population (ONFP), the principal recipient, requested technical assistance from the 5% Initiative to quantify national needs and develop the associated GAS documents. With its extensive experience in this area, Solthis was selected as the operator to provide this technical assistance.

 

Objectives

Support the principal recipient in quantifying and developing a supply plan for HIV/AIDS inputs from the HIV grant, in accordance with the requirements and standard model of the Global Fund’s new financing model.

Estimate pharmaceutical and medical input needs and propose a valuation for the New Financing Model budget.
Make recommendations for the establishment of a supply chain coordination mechanism to secure strategic HIV/AIDS control inputs.

 

Activities

Diagnosis of the supply and inventory management system for HIV/AIDS care products.

Conduct a diagnosis of the supply and inventory management system.
Make recommendations to improve supply chain performance.

Estimate national needs for different categories of HIV/AIDS treatment products.

Propose a methodology and make assumptions for projecting the active patient caseload.
Collect the data needed to quantify HIV/AIDS treatment products Quantify and assess national needs for 2016, 2017, and 2018 for HIV/AIDS treatment products for the four target patient groups (Tunisian adults, Tunisian children, adult migrants, and migrant children)

 

Action plan and budget for the Global Fund’s New Funding Model

Integrate the recommendations issued in the action plan for the Global Fund’s New Funding Model
Establish the budget taking into account all expenses related to the GAS
Support the ONFP team and liaise with the Global Fund team to finalize and validate the budget and related documents related to the GAS

Results

  • Diagnosis of the supply and inventory management system for HIV/AIDS treatment products

    A diagnosis of the situation was carried out, resulting in recommendations for improving the supply and inventory management system.

  • Estimation of national needs for different categories of HIV/AIDS treatment products

    The methodology and assumptions were validated by all stakeholders (national actors and the Global Fund team). Despite difficulties related to data collection, the quantification of antiretroviral drugs, drugs for the management of opportunistic infections and co-infections, as well as reagents and consumables for biological and virological monitoring (genotyping, viral load, etc.) was carried out.

  • Action plan and budget for the New FM Funding Model

    Activities have been incorporated into the action plan to improve GAS performance.
